Ontario CGAs Celebrate Government Announcement

A new system of self-regulation for public accountants in Ontario, including a reconstituted Public Accountants Council (PAC) with CGA representation, was announced by the Ontario government on August 29.

The PAC will consist of four chartered accountants, two certified general accountants, and two certified management accountants to be appointed by the accounting bodies. The council will also include seven public members, including the chair, to be appointed by the government.

The PAC will no longer grant public accounting licenses directly, but will be an independent supervisory authority over the three accounting bodies – the Certified General Accountants Association of Ontario, the Institute of Chartered Accountants of Ontario, and the Society of Management Accountants of Ontario. The PAC will establish standards of regulation to be adopted by the three accounting bodies, and when they have demonstrated their compliance with the new regulatory standards, the PAC will grant them the authority to issue public accounting licenses directly to their qualified members.

The announcement was welcomed by both CGA-Canada and CGA Ontario. The changes are based on recommendations contained in a report by Ron Daniels, Dean of the University of Toronto Law School, and provide a regulatory regime to correspond to the Justice Statute Law Amendment Act 2002, passed by the provincial government in December 2002.
