Dany Girard, FCGA
Chair

Girard, of Chicoutimi, Quebec, is executive director of the Caisse Desjardins d'Arvida-Kénogami in Jonquière. He has worked in credit union management since 1991. Girard was a member of the Mouvement Desjardins provincial Rate-Setting Commit-tee in 2002-03, and has a long record of community involvement. He is currently vice-president of the Ville Saguenay's Société de développement économique. Girard earned a bachelor of accounting science at the Université du Québec à Chicoutimi. He has served on the CGA-Canada Board of Directors since 2000-01, and was president of the Ordre des CGA du Québec in 2001-02. Girard earned his designation in 1991 and FCGA in 2000.

Jackie Poirier, FCGA
First Vice-Chair

Poirier is regional director, human resources, at Public Works and Government Services Canada (PWGSC) in Halifax. She has held senior management positions in the federal government since 1997. She holds a bachelor of business administration from Mount Saint Vincent University. Poirier offers her expertise to the Advisory Board for the Centre for Women in Business at Mount Saint Vincent University and has served on the CGA-Canada Board of Directors since 2001-02. She was president of CGA Nova Scotia in 1999-2000. She received her designation in 1993 and FCGA in 2002.

Ron Colucci, FCGA
Second Vice-Chair

Colucci is principal of R.V. Colucci, Certified General Accountant, a public accounting practice in Mississauga. He has been in public practice as a sole practitioner since 1988. He has taught accounting courses at Sheridan College and has been a lecturer for CGA Ontario. He joined the CGA-Canada Board of Directors in 2002-03 and is president of CGA Ontario for 2004-05. He received his designation in 1979 and FCGA in 1998.

Tony Ducie, FCGA

Ducie, of Saskatoon, is vice-president, finance and treasurer of Co-operative Trust Company of Canada, a role he has held since 1984. He was a member of the Board of Directors of Ronald McDonald House (RMH) from 1994 to 2003, including serving as president in 1997 and 1998. He is also a member of Financial Executives International. Ducie joined the CGA-Canada Board of Directors in 2002-03 and is serving as president of CGA Saskatchewan for 2004-05. He earned his CGA designation in 1993 and FCGA in 2004.

Alain Laplante, FCGA

Laplante of Val-d'Or, Quebec, is the Director of Finance for Air Creebec Inc. He received his designation in 1993 and has been involved with the Ordre des CGA du Quebec since 1994. His latest role with the Ordre des CGA du Quebec was serving as Board Chair for 2004-05. He has been a member of various Air Transport Association of Canada committees since 1992 and is also a member of the Board of the Regional Airport of Val-d'Or. He is currently vice-chair of the Val-d'Or Chamber of Commerce. He received his FCGA in 2002.

Len Pietrzykowski, FCGA

Pietrzykowski is Past President and Treasurer of CGA-BC. He received his designation in 1975, received the J.M. MacBeth award for Chapter service in 1993, and was awarded the Fellowship (FCGA) designation in 2003. In 1980, he opened his first accounting practice as a sole practitioner in Courtenay, B.C. After acquiring a partner in 2001, the firm now operates as Pietrzykowski Bay & Associates Inc., Certified General Accountants. He was named an FCGA in 2003.

Louise Nesterenko, FCGA
Past Chair

Nesterenko is vice-president and co-founder of Alberta Computer Cable Inc. She was named Outstanding Small Business Philanthropist as part of Alberta's 2003 Generosity of Spirit awards. She has served on the CGA-Canada Board of Directors since 2001-02 and was president of CGA Alberta in 2001-02. She has been a CGA since 1981 and an FCGA since 2000.

Anthony Ariganello, FCGA
Secretary

Ariganello joined CGA-Canada in June 2003 as president and chief executive officer. He was president of Avon Canada prior to joining CGA-Canada and spent 10 years with that company in several key financial management positions. While with Avon, Ariganello served as Chairman of the Board of Directors of the Direct Sellers Association of Canada. Ariganello is a graduate of McGill University. He received his designation in 1982 and FCGA in 2004. He is also a Certified Public Accountant (Delaware).

Bill 94 Proclaimed in Ontario

CGAs in Ontario and across Canada welcomed the proclamation November 1st of Bill 94, The Public Accounting Act, 2004, which makes public accounting licences accessible to all qualified accountants, and opens the door to true competition and choice in the public accounting marketplace for the first time in nearly 50 years.

"For too long, an artificial monopoly translated to only one professional designation having access to public accounting licences in Ontario," said Bruce Hutton, FCGA, Chair of the CGA Ontario board of governors. "Certified general accountants are highly trained and skilled professional accountants, ready to provide their public accounting expertise to Ontario businesses and consumers."

The new legislation creates the Public Accountants Council (PAC), a 17-member body that will set new regulatory standards. The three principal accounting bodies in Ontario will be allowed to licence and regulate their members as individual public accountants, once they meet the standard set by the PAC.

CGA-Canada has long advocated the creation of an independent licensing body in Ontario, and welcomes the PAC's inception as a necessary first step toward redressing the imbalance.

The PAC will have nine public members, including the Chair, appointed by the Ontario government; two members appointed by CGA Ontario; two members appointed by the Certified Management Accountants of Ontario; and four members appointed by the Institute of Chartered Accountants of Ontario.

The two CGA Ontario representatives have been announced. They are Ron Colucci, MBA, FCGA, and Vern Krishna, OC, QC, MBA, FCGA. Colucci is past president of CGA Ontario and is currently a member of the CGA-Canada Board of Directors. Krishna is a professor of law at the University of Ottawa and tax counsel in the Ottawa office of Borden Ladner Gervais, and is a former CGA-Canada board member.

Government of Quebec commits to resolving unfair restrictions to public accounting

CGA-Canada was pleased to learn the Government of Quebec has made a public commitment to collaborate with all three Quebec professional accounting bodies to finally resolve the long standing matter of unfair restrictions to the practice of public accounting (auditing) in the province of Quebec.

Quebec's commitment to seek a solution to the matter followed the official release, October 18, of an Agreement on Internal Trade (AIT) panel report on a dispute initiated by CGA New Brunswick against the Province of Quebec.

The panel found that Quebec's measures denying New Brunswick CGAs the right to perform audits in Quebec are inconsistent with the AIT, not necessary to protect the public, and should be changed. The Panel concluded that Quebec's measures had impaired internal trade and caused injury.

"We are pleased the Quebec Government has publicly indicated its commitment to address this matter in a timely fashion," said CGA-Canada President and CEO Anthony Ariganello, FCGA. "We have long recognized that Quebec's public accounting regulatory regime is extremely outdated and must be changed."

The Panel called on Quebec to take whatever steps necessary to ensure Quebec's Chartered Accountants Act, Regulations, and all other Quebec statutes that restrict access to the practice of public accounting by non-CA accountants recognized as qualified to practice public accounting in other jurisdictions, are made consistent with the AIT.

"These changes must be driven by competencies. Nothing else," said Ariganello, referring to the highly-charged political environment.

"The Government of Quebec's public communication on this matter gives us grounds for optimism that a solution is at hand," said Terry LeBlanc, FCGA, speaking for CGA New Brunswick. "It's important to remember that rigorous certification requirements and stringent professional standards ensure CGAs in all provinces are well qualified to provide a full range of accounting services, including all types of audits." CGA requirements are as demanding as those of any other accounting designation, he noted.

CGA-Barbados Conference in February 2006

The CGA-Barbados International Conference will take place from February 23-25, 2006, at the new Hilton Barbados in St. Michael. This three-day event features informative speakers, entertainment, golf, and a dinner cruise on the final day.

Everett Colby, FCGA, will be delivering a seminar titled "How to Detect and Prevent Financial Statement Fraud," and Dawn McGeachy, CGA, will be speaking on "Quality Controls in Professional Practices." Also speaking is Lisa James, a communications specialist from Trinidad and Tobago.

CGA-Canada Appears Before Standing Committee on Finance

CGA-Canada once again participated in the federal budget consultation process delivering the Association's pre-budget submission to the House of Commons Standing Committee on Finance on October 25, 2005.

Everett Colby, Chair of CGA-Canada's Tax and Fiscal Policy Committee, appeared before the committee on behalf of CGA-Canada. Carole Presseault, Vice-President, Government and Regulatory Affairs, also represented the Association.

The submission, entitled Tackling Tomorrow, Today: Building a Financial Footing for Canada's Future, included two key recommendations:

The first calls on Ottawa to invest in Canada's entrepreneurial capital through:

  • responsible spending;
  • fair, competitive taxation;
  • assuring Canadians' income security;
  • achieving transparency through a third-party sustainability audit.

The second calls for an investment in Canada's human capital to meet the demands of tomorrow's workplace.

Defined Benefit Pensions Report Updated

CGA-Canada has released a new research report on the financial status of Canada's defined benefit pension plans. The State of Defined Pension Plans in Canada: An Update follows the Association's June 2004 research report, Addressing the Pensions Dilemma in Canada. The original report estimated that at the end of 2003, defined benefit (DB) pension plans were in a $160 billion deficit position. The new report indicates the deficit figure has grown to $190 billion.

CGA Named Officer of Order of Canada

Simon Brault, CGA, was named an Officer of the Order of Canada this past summer by then Governor General Adrienne Clarkson, in recognition for his contributions to the arts.

Brault began his career more than two decades ago in the accounting department of the National Theatre School of Canada in Montreal. He went on to become the school's Director General and has held that position since 1997.

The Montreal resident has been involved in a number of cultural projects in and around the city, including leading the initiative to restore Montreal's Monument National, the oldest theatre still operating in Quebec.

Brault spent much of the past decade strengthening ties between arts and cultural groups through his work with influential cultural organizations, including Forum d'action des milieux culturels de la Métropole and Journées de la culture. He is also a founding member of Culture Montréal, and has served as the group's Chair since 2002.

In recognition for his significant contributions to the arts, Brault was appointed Vice-Chair of the Canada Council for the Arts in March 2004. In August 2005 he was named an Officer of the Order of Canada, in recognition for his long-time service to the cultural community.

The Order of Canada was established in 1967 to recognize outstanding achievement and service in various fields of human endeavour. The Governor General is the Chancellor and Principal Companion of the Order.
