2006-07 Executive Committee

Jackie Poirier, BBA, FCGA, Chair

Poirier is regional director, human resources, at Canada Revenue Agency in Halifax. She earned a bachelor of business administration, accounting and management from Mount Saint Vincent University, and is now on the advisory board for its Centre for Women in Business. Poirier has served on the CGA-Canada Board of Directors since 2001-02. She was president of CGA Nova Scotia in 1999-2000. She received her CGA designation in 1993 and FCGA in 2002.

Dany Girard, BBA, FCGA, Past Chair

Girard is executive director of the Caisse Desjardins d'Arvida-Kénogami in Jonquiere, Quebec. He is also vice-president of the Ville Saguenay's Société de développement économique. He earned a bachelor of accounting science at the Université du Québec à Chicoutimi, and has served on the CGA-Canada Board of Directors since 2000, including as Chair for 2005-06. He was president of the Ordre des CGA du Québec in 2001-02. He received his CGA designation in 1991 and FCGA in 2000.

Ron Colucci, MBA, FCGA, First Vice-Chair

Colucci is principal of R.V. Colucci, Certified General Accountant, a public practice in Mississauga, Ontario. He has been a public practitioner since 1988, has taught accounting at Sheridan College, and has lectured for CGA Ontario. He earned an MBA from the University of Toronto and a bachelor of arts from York University. He was the president of CGA Ontario for 2004-05, and has been appointed to the Public Accountants Council for Ontario. He received his CGA designation in 1979 and FCGA in 1998.

Tony Ducie, FCGA, Second Vice-Chair

Ducie is senior vice-president, strategic resources, of Concentra Financial in Saskatoon. He was a member of the board of directors of Ronald McDonald House from 1994 to 2003, and president in 1997 and 1998. He is also a member of Financial Executives International. Ducie joined the CGA-Canada Board of Directors in 2002-03 and is past president of CGA Saskatchewan. He has served on a number of CGA national and provincial committees. He earned his CGA designation in 1993 and FCGA in 2005.

Rita Estock, FCGA, Member at Large

Estock is head of the Financial Services Division for the Capital Regional District in Victoria, BC. In 2001, she was elected to the CGA-BC Board of Directors and was president of CGA-BC for 2005. She obtained a diploma in business management from the Northern Alberta Institute of Technology, and received her CGA designation in 1983 and FCGA in 2004.

Terry LeBlanc, BBA, FCGA, Member at Large

LeBlanc is director of the Moncton Tax Services Office. He has been an active volunteer for CGA New Brunswick, serving as secretary, third, second, and first vice-president before taking on the role of president in 2002. He graduated from the Université de Moncton with a bachelor in business administration in 1977, and received his CGA designation in 1983 and FCGA in 2002.

Pierre Samson, M.Sc., FCGA, Member at Large

Samson has been a partner in the management consulting firm Samson & Associates since 1990. He recently consulted to the federal government on implementing FIS, Modern Comptrollership, the Management Accountability Framework, and the Internal Audit Policy. He received his B.A.A. in 1980, his master's in project management in 1988, his CGA designation in 1981, and FCGA in 1999.

Anthony Ariganello, CPA (Delaware), FCGA, Secretary, Non-voting

Ariganello joined CGA-Canada in June 2003 as president and chief executive officer after 10 years with Avon Canada. A graduate of McGill University, he received his CGA designation in 1982 and FCGA in 2004. He is also a Certified Public Accountant (Delaware), and is currently a member of Financial Executives International and the American Institute of Certified Public Accountants.

CGA-Canada Addresses Senate Committee

The success of the Federal Accountability Act, Bill C-2, will hinge largely on the federal government's willingness to nurture a culture of accountability and responsibility. That was the message delivered by Carole Presseault, vice-president of Government and Regulatory Affairs, and Rock Lefebvre, vice-president of Research and Standards, in an appearance before the Senate Standing Committee on Legal and Constitutional Affairs on September 27, 2006.

"With Bill C-2, we believe the government has gotten several critical elements right," Presseault said. "We welcome the clarification of roles of deputy ministers and their assistant deputy ministers as accounting officers, and believe such assignments will add necessary profile to a task which may sometimes be overlooked," Presseault told the committee. "Moreover, it entrenches an expectation of financial consideration where policy and program considerations have typically been dominant."

The CGA position endorsed measures to improve the internal audit process as well as the requirement to review the relevance and effectiveness of grants and contributions. Presseault also reminded the senators of the strong contribution CGAs are currently making at all levels of the public sector and that the CGA program provides the knowledge, skills, and professional values necessary to meet the challenges set out in Bill C-2.

CGA Joins AcSB

Kamalesh Gosalia, CGA, has joined the Accounting Standards Board (AcSB) as a CGA Secondment Principal and will serve the AcSB Emerging Issues Committee.

"CGA-Canada has long provided expert advice related to the evolution of domestic and international professional, accounting, and assurance standards," said Anthony Ariganello, CPA (Delaware), FCGA, president and CEO of CGA-Canada. "This collaborative partnership with the AcSB further enhances CGA-Canada's role in standards-setting and represents a significant milestone in this arena."

Gosalia, from Ontario, has held various academic positions, authored articles on business and finance, and has many years' experience in accounting and auditing. He earned a PhD from the University of Mumbai and holds the CPA (USA), CFA (USA), CA (India), and CGA designations.

Ariganello Named to Advisory Panel

CGA-Canada President and CEO Anthony Ariganello has been appointed to the Comptroller General's External Advisory Panel, currently made up of 10 members from various stakeholder groups who provide Comptroller General Charles-AntoineSt-Jean with a comprehensive perspective.

"The Comptroller General recognizes that, in the past, the federal government may have been too insular," explains Ariganello. "The panel offers various viewpoints in order to provide Mr. St-Jean with a broader perspective. That is especially important because the public sector is considering new approaches to improve accountability."

The Office of the Comptroller General (OCG) of Canada was re-established in 2003 as a key element in strengthening government-wide comptrollership and oversight, particularly the areas of financial management and audit. Ariganello's participation on the advisory panel is just one of the ways CGA-Canada is collaborating with the OCG to ensure CGA is well positioned to be of high value in the implementation of the federal government's agenda.

Laurentian Receives Highest Classification

The Ontario Council on Graduate Studies (OCGS) has awarded the Laurentian University MBA program, including the online MBA for CGAs, the highest classification the OCGS can award a graduate program.

An affiliate of the Council of Ontario Universities, the OCGS approves all graduate programs before they can be offered by Ontario universities, and conducts quality appraisals on a seven-year cycle.

Launched in June 2004, the online MBA program was designed exclusively for CGAs and senior students in the Program of Professional Studies to provide an integrative management education that prepares them for strategic management at an executive level. B.C.'s John Nagy Honoured

Former CGA-Canada Chair John Nagy, FCGA, received the Professional Leadership award at the British Columbia Institute of Technology's 2006 Distinguished Alumni Awards gala in September.

The award recognizes his many contributions to the profession, including his term as Chair of CGA-Canada in 2003-04 and president of CGA-BC in 1999. Nagy is a partner in Reid Hurst Nagy CGAs, one of the largest CGA firms in B.C. He graduated with honours from BCIT's Financial Management Technology program in 1977.

CGA Welcomes Mexican Students

An agreement signed in September by CGA-Canada and CGA-BC with the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM) in Mexico will provide an opportunity for Mexican students to complete the CGA Program of Professional Studies in Canada. The agreement builds on an existing partnership between ITESM and the University of British Columbia (UBC) that enables ITESM students to study in Vancouver for a year. The students will enroll in two PACE-level CGA courses (Auditing 2 and Finance 2) through CGA-BC while studying commerce at UBC. After returning to Mexico, they will be able to complete Professional Applications 1 and 2 through
CGA-International with ITESM serving as an approved examination centre.

Students will be selected from the international track of ITESM's Bachelor of Public Accounting and Finance program and will complete courses equivalent to the CGA foundation and advanced studies courses at ITESM prior to the exchange. Practical experience requirements may be satisfied either in Mexico or in Canada.

The ITESM, commonly known as Tecnológico de Monterrey, is a highly regarded private university with campuses throughout Mexico and partnerships with universities in the U.S., Europe, and Asia in addition to UBC. The first student exchanges under the CGA agreement will begin in August 2007.

Contractor Obligations Outlined

All accountants who are members of a professional accounting organization are required by law to adhere to the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and its regulations. Specific reporting and record-keeping requirements apply to all CGAs in public practice, including those offering contractor and consulting services to the public. Section 34 of the Regulations specifies the accounting services for which the reporting requirements apply:

  • Receiving or paying funds
  • Purchasing or selling securities, real properties, or business assets or entities
  • Transferring funds or securities

If these services are being provided in any arrangement other than an unambiguous employee/employer relationship, the reporting and record-keeping requirements expressly apply. Failure to comply with the Act and regulations can result in significant penalties, including fines of up to $2,000,000.
